Job Description:

Under general supervision of the Chief Operations Officer, the Technical Leader - FBIO will provide direct oversight to the technical and quality components of the Forensic Biology and DNA Analysis programs, with the specific objective of ensuring compliance with accreditation requirements and statutorily imposed quality assurance standards. The Technical Leader will work with the Manager – FBIO in ensuring compliance with accreditation requirements and statutorily imposed quality assurance standards align with productivity, turn-around-time (TAT) and other assigned metrics.   The Technical Leader is accountable for ensuring the methodology and procedures developed and implemented to perform casework are in compliance with established standards.

 

  ROLES AND RESPONSIBILITIES

  • Provide direct oversight to the technical and quality components of the Forensic Biology section, planning, directing and implementing programs to ensure compliance with accreditation requirements and statutorily imposed quality assurance standards and to ensure productivity, operational, and financial targets are met.  
  • In support of corporate and division goals, develop and implement technical objectives, strategies, and execution plans.
  • Mitigate quality defects and quality risks.
  • Develop and/or enhance Standard Operating Procedures (SOP’s) to ensure the quality of forensic services performed by the section. 
  • Ensure that the methodology and procedures developed for performing casework are in compliance with established standards.
  • Develop and implement proficiency testing program.
  • Ensure the technical components of staff training program are scientifically sound, adequate, and appropriate.
  • In partnership with Human Resources, select qualified direct reports, providing input and guidance for indirect hires as appropriate.
  • Supervise assigned division staff member(s), assigning tasks, monitoring performance, and providing meaningful performance feedback.
  • Provide leadership, mentorship, and development opportunities to assigned staff members, supporting a culture that promotes efficiency, customer service, and continuous quality improvement.
  • In partnership with the Manager – FBIO, ensure that quality issues and concerns are addressed appropriately within notification and closeout targets.
  • Facilitate responses to audit findings within target response time. 
  • Respond to technical questions from division staff members and other internal customers as well as from external stakeholders.
  • Ensure validation approval.
  • Provide standard and ad hoc reports as needed, ensuring accuracy and timeliness.
  • Monitor industry best practices, recommending appropriate strategies.
  • Provide expert witness testimony as requested.

Coordinate special projects and perform other duties as assigned

Experience and Skills:

 

MINIMUM EDUCATIONAL REQUIREMENTS

Master’s degree in a biology, chemistry or forensic science-related area from an accredited college or university AND successful completion of twelve (12) semester or equivalent credit hours from a combination of undergraduate and graduate course work covering the following subject areas: biochemistry, genetics, molecular biology, and statistics and/or population genetics, or other subjects which provide a basic understanding of the foundation of forensic DNA analysis. The 12 semester or equivalent credit hours shall include at least one graduate level class registering three (3) or more semester or equivalent credit hours. Certification strongly preferred.

 

MINIMUM EXPERIENCE REQUIREMENTS

  • A minimum of eight years of experience processing forensic biology samples, including a minimum of three years’ experience with forensic DNA data interpretation. Qualifying work experience includes a minimum of three years working independently as a qualified and proficiency tested DNA analyst, planning, managing, and prioritizing caseloads, evaluation, and validation activities; performing and documenting a range of examinations regarding human-DNA analysis of forensic biological samples, including difficult samples and complex mixture interpretation; and testifying as an expert regarding forensic DNA examinations.
  • GlobalFiler™ PCR amplification kit and STRmix™ probabilistic genotyping software experience strongly preferred.
  • Successful completion of the FBI-sponsored auditor training prior to appointment to the position or within one year of appointment.
  • Ability to comply with the technical leader standards in the current FBI Quality Assurance Standards for Forensic DNA Testing Laboratories.
  • Ability to obtain a Texas Forensic Science Commission DNA analyst license within one year of appointment.
  • Discipline specific certification strongly preferred.

KNOWLEDGE AND SKILLS REQUIREMENT

 

  • Ability to comply with the technical leader standards in the current FBI Quality Assurance Standards for Forensic DNA Testing Laboratories.
  • Ability to obtain a Texas Forensic Science Commission DNA analyst license within one year of appointment.
  • Discipline specific certification strongly preferred.
  • Excellent verbal and written communication skills
  • Ability to work well with all levels of employees and outside contacts
  • Demonstrated ability to think critically, troubleshoot effectively and make timely and sound decisions.
  • Demonstrated ability to work well with details
  • Proven expertise in Microsoft Office applications is a plus.

The salary range minimum is $93,570 annualized.  Additional compensation is available based on applicant’s credentials.  HFSC offers an annual merit increase of up to 5% to eligible employees.
